As long as the certifying agency is a member of the World Recreational Scuba Training Council (WRSTC), you are fine with its qualifications, and your C-cards would be accepted anywhere in the world.
The largest recreational diving organization – Professional Association of Diving Instructors – certifies more divers than other agencies. PADI courses, however, costs a little more than BSAC, CMAS, NAUI, ANDI, TDI, and SDI.
Having said that, we think the quality of your training depends more on your instructor than the certification agency. You can find both great and so-so instructors with every agency. And, rather than focusing on the price, it is better to choose an instructor that you feel comfortable with.
With ferry costs and hotel stays, Bintan costs more in time and money. It takes about 50 minutes to travel from Singapore to northern Bintan by motorized catamaran. Southern Bintan is a little farther.
Diving at Tioman Island costs less than diving at Bintan Island. But travelling by road to Mersing, Pahang, and then taking a ferry to the Malaysian island takes even more time.
